INFRAESTRUTURA DE DADOS COMO BEM PÚBLICO AGRÍCOLA:
REDESENHANDO A GOVERNANÇA DE DADOS DO CAMPO PARA ALÉM DA PROPRIEDADE PRIVADA

A digitalização da agricultura brasileira ampliou a geração de dados estratégicos, mas consolidou modelo marcado por fragmentação informacional, dependência tecnológica e baixa interoperabilidade. Este artigo propõe a qualificação dos dados agrícolas territoriais como Infraestrutura Pública Digital (Digital Public Infrastructure – DPI), defendendo que tais dados possuem características de bens públicos infraestruturais. A pesquisa adota abordagem qualitativa e exploratória, baseada em revisão bibliográfica interdisciplinar nas áreas de Direito, Economia Institucional, Governança Digital e Políticas Públicas. O trabalho propõe modelo de meta-governança multinível aplicável ao setor agroalimentar brasileiro, articulando governança de dados, proteção de dados pessoais e soberania tecnológica. Sustenta-se que uma DPI agrícola pode reduzir assimetrias informacionais, fortalecer políticas públicas e ampliar a inclusão produtiva. O artigo também discute riscos relacionados à concentração privada de dados e modelos algorítmicos, defendendo mecanismos de transparência, auditabilidade e conformidade com a Lei Geral de Proteção de Dados Pessoais (LGPD).
